Accept the Highest Ranking Proposal from Catapult Learning - Request for Proposal (RFP) #17011-EST-DD Client Services Reading and Math (Business Services Division)
EXECUTIVE SUMMARY
On April 11, 2017, Procurement Services, in conjunction with the Title I Private Schools Department, issued an RFP for third-party remedial reading and mathematics assistance to eligible students at participating private schools. Providing equitable services to eligible students in private schools is a requirement of the Every Student Succeeds Act.  During the 2017/2018 school year, 49 private schools will participate in the district's Title I, Part A grant, which will serve approximately 1,700 students. These funds will address instructional and administrative costs.  All students participating in the Title I, Part A grant will be administered a nationally norm-referenced, pre and post assessment to measure academic growth.

The initial term for this agreement shall be from July 19, 2017, through July 18, 2018, and may be renewed for four additional one-year options. There is a 30-day termination for convenience clause included in this contract. This contract will be reviewed and evaluated annually and may be renewed by the Superintendent per terms of the specifications.

FINANCIAL IMPACT (Budgeted:  Yes)
Expenditures for the 2017/2018 fiscal year are estimated at $1,915,288.20, and will be available in the Title 1, Part A grant.  However, this amount will be based on the final grant allocation.  The project number assigned for this purchase is 3395.
EVALUATION
Contract administration or evaluation is performed by the Project Manager (end user) and the Procurement Officer who function as a team.  Reviews are conducted face to face, typically quarterly, or by utilizing an online vendor performance report.  Prior to soliciting a new contract, the Contract Administration team must first give consideration to the specifications and supporting data of the expiring contract.
