Approve Purchase of Dual Enrollment Instructional Materials from Hillsborough Community College (HCC), the University of Florida (UF), and the University of South Florida (USF) for the 2017/2018 School Year (Office of Teaching and Learning) (Second Attachment Added)
EXECUTIVE SUMMARY
Hillsborough County Public Schools provides instructional materials for dual enrollment courses as defined in the parameters of the dual enrollment articulation agreement.  The college institutions decide which textbooks are to be purchased for the course and the district purchases the materials for the students.  Attached is a list of the dual enrollment instructional materials from HCC, UF, and USF.

In accordance with the Florida Department of Education (FLDOE) Purchasing Policy 6A-1.012(11)(b), the requirement for requesting competitive solicitations for commodities is waived as authorized by Section 1010.04(4)(a), F.S., for the purchase by district school boards of educational textbooks where such materials are purchased directly from a governmental agency or a recognized educational institution.

FINANCIAL IMPACT (Budgeted:  Yes)
Funds in the amount of $950,000 will be available in the Instructional Materials Categorical budget.  For tracking purposes, the project number specific to this agenda item is 4509.  As of August 8, 2017, the remaining balance less encumbrances for this line item equaled $29,680,860.28.  The cost for these materials is estimated based on projected enrollment.
EVALUATION
Per State Statute 1007.271, school districts are required to purchase the instructional materials for dual enrollment students, regardless of their success in the program. High school guidance counselors and the dual enrollment contacts at HCC, UF, and USF determine student eligibility based on the approved articulation agreements.
