Approve Memorandum of Agreement (MOA) with the University of South Florida (USF) Board of Trustees, a Public Body Corporate for the Partnership Resource Teachers (PRTs) Program (Office of Teaching and Learning)
EXECUTIVE SUMMARY
On March 24, 2015, the School Board approved an addendum to the MOA with USF adding PRTs as liaisons between Hillsborough County Public Schools (HCPS) and USF's Department of Teaching and Learning.  The purpose of this project/program is to place teachers on special assignment as liaisons supporting both the USF College of Education pre-service teachers and school district classroom teachers within the cohort and partnership schools. This will establish a framework of collaboration, as well as articulate specific roles and responsibilities for each entity to support the full and effective implementation of the proposed project.

FINANCIAL IMPACT (Budgeted:  Yes)
Funds in the amount of $94,000 will be available in the Urban Teacher Residency Partnership Grant.  For tracking purposes, the project number specific to this agenda item is 3237.  As of August 8, 2017, the remaining balance less encumbrances for this line item equaled $340,030.  USF will pay HCPS up to $160,000 during each academic year to partially support the salaries of the PRTs.
EVALUATION
Since 2013, we have graduated five classes of Residents; of those, 97.5 percent are currently teaching and 70 percent are currently working in HCPS.  Of those working in HCPS, 48 percent are employed in one of the six Urban Teacher Residency Partnership Programs.  Supervision and evaluation of the PRTs will be conducted by HCPS and USF.  A principal designated by both HCPS and USF will supervise the PRTs. These individuals will collaboratively select and annually assess the performance of the PRTs. The retention of teachers and the academic results of each school involved will be reviewed annually.
