SUBJECT / RECOMMENDATIONS
Approve Amended Cooperative Agreement between the State of Florida, Department of Juvenile Justice (DJJ) and The School Board of Hillsborough County, Florida (HCPS) (Educational Access, Opportunity, and Alternatives)
|HCPS was recently notified that the Every Student Succeeds Act (ESSA) will require two additional elements in agreements between correctional facilities and local education agencies receiving Title I, Part D funds. These amended agreements must be submitted by October 1, 2017.
The three-year agreement with DJJ was approved by the School Board at their meeting on June 28, 2016 (item C6.10). The required elements appear in item 12 on page six of the amended agreement. The amended and original agreements are attached to this agenda item.
The DJJ requires HCPS to be the first signature on contracts.
• Improve the high school graduation rate • Provide a student-centered learning environment that engages every child • Develop a culture of respect, trust, and collaboration • Demonstrate "best practices" in all aspects of safety: student, employee, visitor, facility, transportation, and health
FINANCIAL IMPACT (Budgeted: Yes)
This agreement ensures that students receiving educational services in Juvenile Justice programs will receive Extended Year and Exceptional Student Education funding under the Florida Education Finance Program. The programs will be financed by Full Time Equivalent (FTE) funds. This item is included in the General Fund budget for the 2017/2018 fiscal year.
Each Juvenile Justice Education Program is evaluated annually through a quality assurance review conducted by the Juvenile Justice Educational Enhancement Program. These reviews will be completed by June 30, 2018.
