Approve Amendment to the SchoolCity, Inc., Contract and Software License Agreement for Additional GradeCam Scanning Software Licenses (Business Services Division)
EXECUTIVE SUMMARY
On July 19, 2016, the Board approved to amend the agreement with SchoolCity, Inc., to include GradeCam software licenses for all third through eighth grade students, plus two high schools. This Change Request Form amends the agreement to add GradeCam software licenses to include all students from the remaining high schools. Charter Schools can purchase GradeCam separately at the same per student cost.

GradeCam enables most document cameras, and almost any inexpensive webcam, to be used in place of the traditional OpScan scanners. Using the GradeCam online form generator, teachers can print answer sheets on plain paper rather than proprietary forms at a higher cost.  Implementing GradeCam eliminates the need for OpScan scanners at each school.

In accordance with Florida Department of Education Purchasing Rule 6A-1.012(14), Information Technology, as defined in Section 282.0041(15), F.S., is exempt from the competitive solicitation process, and acquisitions may be made by direct negotiation and contract with a vendor or supplier, as best fits the needs of the school district as determined by the district School Board.

FINANCIAL IMPACT (Budgeted:  Yes)
GradeCam's cost is 95 cents per student. The cost of this agenda item totals $138,839.40. This is the total cost for all students in grades 3 through 12. Funds are included in the Information Technology budget for this expense.  This cost is partially offset by savings resulting from the number of replaced scanners, eliminating the repair cost of scanners, and the reduction in proprietary bubble answer sheet expense.  A five percent discount is applied based on the District’s volume. This reflects a savings of $7,307.10 off standard pricing for GradeCam.
EVALUATION
The GradeCam software evaluation was originally conducted, with positive results, in eight elementary schools. During fiscal year 2015/2016, GradeCam was successfully utilized in all elementary schools. Teachers’ ability to provide students instant feedback was noted as an additional benefit.  The expansion of GradeCam to middle schools, and the two pilot high schools during fiscal year 2016/2017, was also successful and well received by teachers.
