Approve Payment to American College Testing (ACT) (Sole-Source Provider) for Exams Given to Hillsborough County Public Schools Seniors and Certificate of Completion (COC) Graduates (Office of Teaching and Learning) | |
EXECUTIVE SUMMARY | |
The Office of Teaching and Learning has provided ACT tests during the school day to seniors who lack the required reading graduation benchmark on the Florida State Assessment. The ACT is also provided to graduates who received a COC instead of a regular diploma by earning a concordant reading score. This payment would cover ACT tests given in 2016/2017 and allow payment for ACT tests given during the 2017/2018 school year. ACT is a sole source product manufactured, sold, and distributed exclusively by ACT. In accordance with the Florida Department of Education (FLDOE) Purchasing Policy 6A-1.012(12)(d), commodities or contractual services available only from a single source may be exempted from the competitive solicitation requirements.. When a district school board believes that commodities or contractual services are available only from a single source as specified by the FLDOE, the district school board may negotiate on the best terms and conditions with the single source vendor. |

Funds in the amount of $56,270 will be available in the EXCELerator Project. For tracking purposes, the project number specific to this agenda item is 5378. As of October 24, 2017, the remaining balance less encumbrances for this line item equaled $679,919.63. | |
EVALUATION | |
The Office of Strategy Management tracks the number of students earning a diploma or converting a COC to a diploma based on the ACT concordant scores. During the 2016/2017 school year, 129 students earned a diploma by taking the ACT. | |
