Approve Agreement for Technical Services (ATS) with Emily Plasencia (Office of Strategy Management)
EXECUTIVE SUMMARY
Title I, a federal program designed to raise student achievement in high poverty schools, began in 1965 as part of the Elementary and Secondary Education Act.  The overall goal of Title I is to ensure that all students have the opportunity to obtain a high-quality education and reach proficiency on challenging state standards.  During 2016/2017, Hillsborough County Public Schools served 149 sites with federal Title I, Part A dollars, including 90 elementary schools, 26 middle schools, 10 high schools, 10 ESE/Alternative sites, and a Title I, Part D Neglected, Delinquent, and At-Risk program.

All of these programs require some sort of evaluation, and in some cases multiple evaluations and/or reports.  Emily Plasencia was formerly the Supervisor of Federal Program Evaluation, and is therefore very familiar with these programs, their data, and their evaluation requirements.  The evaluations will address the specific objectives from the project applications and will determine the impact that funds had in meeting these objectives.  Data to be analyzed will include school grades, state and national assessments, GPA, teacher evaluation, survey results, parent and family engagement, and professional development.  The information will be used to better prioritize and direct federal dollars toward programs and initiatives that are closing current achievement gaps.

FINANCIAL IMPACT (Budgeted:  Yes)
Funds in the amount of $30,000 will be available in the Title I grant.  For tracking purposes, the project number specific to this agenda item is 3394.  As of November 14, 2017, the remaining balance less encumbrances for this line item equaled $30,000.
EVALUATION
The Manager of Strategic Data and Evaluation will review work and provide feedback.  Additionally, program staff will provide feedback on the usefulness and satisfaction of the reports.
