SUBJECT / RECOMMENDATIONS
Accept the Proposals Submitted by Various Vendors - Request for Proposals (RFP) #17113-DST-DD Special Programs and Services for Title 1 Part D (Business Services Division)
EXECUTIVE SUMMARY
Secured facilities for neglected and delinquent youth, alternative school sites, and teen parent program centers across the county use Federal Title I Part D funds.  These funds are administered by the School District to provide additional academic support and learning opportunities, as well as provide the knowledge and skills needed to make a successful transition to secondary school completion, vocational or technical training, further education, or employment.   Hillsborough County Public Schools currently contracts with providers to provide special programs and services, otherwise unavailable to the District, to meet the unique and academic needs of these students. 

The District's online vendor registration system was used to notify proposers of this opportunity. Ten vendors responded and their proposals were evaluated by a committee of District personnel.  The committee recommended awarding to all of the eligible vendors, to be utilized as needed.

The initial term for this agreement shall be from November 15, 2017, through November 14, 2018, and may be renewed for four additional 1-year options. There is a 30-day termination for convenience clause included in this contract.  All prices offered are firm against any increase for at least one year from the effective date. This contract will be reviewed and evaluated annually and may be renewed by the Superintendent, per terms of the specifications.

FINANCIAL IMPACT (Budgeted:  Yes)
Funds in the amount of $100,000 will be available in the Title I Department Funds.  For tracking purposes, the project number specific to this agenda item is 3457.  As of October 26, 2017, the remaining balance less encumbrances for this line item equaled $1,741,280.96.
EVALUATION
Contract administration or evaluation is performed by the Project Manager (the "End User") and Procurement Officer, who function as a team, by utilizing an online vendor performance report or via in-person reviews.  The evaluation consists of an assessment of the vendor-provided goods and services, deliverables, and compliance with the contractual requirements.  The resulting data will support renewal decisions and/or alterations to a new agreement.
