Approve Appointment of a Design Professional and Construction Manager for Heating, Ventilating and Air Conditioning (HVAC) System Replacement at Gorrie Elementary School
EXECUTIVE SUMMARY
A previously approved District Facilities Five Year Work Program provides for HVAC replacement at Gorrie Elementary School.  The project scope consists of: replacing all existing air handlers, condensing units, Variable Air Volume (VAV) boxes, ductwork (as required), air devices, exhaust fans and controls in Buildings 1, 2 and 3; replacing all existing air handlers, condensing units, VAV boxes, ductwork (as required), air devices, exhaust fans and controls in Building 4; relocating the condensing unit that serves the second floor which is located on the canopy between Buildings 4 and 5; replacing all existing air handlers, condensing units, VAV boxes, ductwork (as required), air devices, exhaust fans and controls in Building 5; and relocating condensing units that serve this building which are located on the canopy between Buildings 4 and 5; no work in Buildings 6 and 7; replacing all existing roof-top units, VAV boxes, ductwork (as required), air devices, exhaust fans and controls in Building 8; and replacing all existing air handlers, condensing units, exhaust fans and controls in Building 9.
 
Florida Statutes and School Board policy outline the process and requirements for selection of design professionals, engineers, and construction managers.  The process (Attachment A - Professional Services Selection Process) provides for the identification of the most highly qualified firms by a Professional Services Selection Committee (Attachment B) that includes representatives from several District divisions and the community.
 
Ten design professionals and five construction managers responded to the solicitation (Attachment C).  Final results of the Committee's evaluation of these firms at each phase of the process are shown in Attachments D - Initial Screening Results and Attachment E - Final Ranking Results.  Staff has successfully concluded negotiations with the firms deemed most highly qualified by the Selection Committee to provide the required services. Based on the Selection Committee ranking and successful negotiations, staff recommends appointment of the firms and award of the corresponding fees as indicated below:
  • Engineering Professionals, Inc. to provide design services for a fixed fee of $273,247.
  • Charles Perry Partners, Inc. to provide construction management services for a fixed fee of $173,000.

FINANCIAL IMPACT (Budgeted:  Yes)
Funds in the amount of $4,262,570.00 will be available in the Community Investment Tax fund. For tracking purposes, the project number specific to this agenda item is 8200. As of Tuesday, January 16, 2018, the remaining balance less encumbrances for this line item equaled $4,259,218.50.
