Accept the Proposal Submitted by Phalen Leadership Academies - Request For Proposal (RFP) #17146-EST-IV External Operators for Turnaround Schools (Business Services Division(Revised Attachment) (Corrected date - Page 1 of Attachment) (Revised Attachment - Added Pages 1-4, and 33)
EXECUTIVE SUMMARY
The purpose of this RFP is to seek proposals from school turnaround or education management organizations to operate schools in our district, working as partners with our committed leaders and school communities to achieve dramatic, fundamental improvement in student achievement and school culture.  Five vendors responded and their proposals were evaluated by a committee of district and community personnel.  The committee recommended awarding to the highest ranked firm, Phalen Leadership Academies.  Because negotiations were not mutually beneficial between the district and Learning Sciences International, the top-ranked firm, the committee recommends awarding to Phalen Leadership Academies.  

The initial term of this contract shall be for 1 year, beginning July 1, 2018, with two 1-year renewals.  There is a 30-day termination for convenience clause included in this contract.  This contract will be reviewed and evaluated annually and may be renewed by the Superintendent, per the terms of the specifications.

FINANCIAL IMPACT (Budgeted:  Yes)
As of January 8, 2018, the Supplemental Academic Instructional Categorical (SAI) allocation for Hillsborough County Public Schools totaled $49,773,378 to be used for SAI programs.  The SAI categorical funds allocated for next fiscal year will be used for the external operator services.  The cost of the contract for all seven schools will be $2,210,000.  This contract will be flexible based on school academic grades.  If all schools receive a C or higher during the 2017/2018 school year as measured by Florida's Accountability system, then there will be no financial impact to the school district.  If a needs assessment is deemed necessary, it will be at zero cost to the district.
EVALUATION
Contract administration and evaluation is performed by the Project Manager (the "End User") and the Procurement Officer, who function as a team, by utilizing an online vendor performance report or via in-person reviews. The evaluation consists of an assessment of the vendor-provided goods and services, deliverables, and compliance with contractual requirements. The resulting data will support renewal decisions and/or alterations to a new agreement.
