Accept the Highest Ranking Proposals for Multiple Vendors - Request for Proposal (RFP) #17113(A)-DST-MO Special Programs & Services for Title 1 Part D for Supplemental Vendors (Business Services Division)
EXECUTIVE SUMMARY
On November 14, 2017, the Board approved the acceptance of various vendors from RFP #17113-DST-DD Special Programs and Services for Title 1 Part D.  This RFP seeks to identify additional vendors who can provide professional and technical services to meet the unique needs of children and youth who are served by or reside in locally supported neglected, delinquent, or at-risk facilities. As a result, the Evaluation Committee met on January 9, 2018, to review 18 proposals. Title 1 will reallocate funds to provide for more professional and technical services.

The initial term for this agreement shall be for a period of 1 year and may be renewed for 4 additional 1-year periods. There is a 30-day termination for convenience clause included in this contract. All prices offered are firm against any increase for at least one year from the effective date. This contract will be reviewed and evaluated annually and may be renewed by the Superintendent, per terms of the specifications.

FINANCIAL IMPACT (Budgeted:  Yes)
Expenditures are estimated to be $50,000.  For tracking purposes, the project number specific to this agenda item is 3457.  Funds will be transferred into the account after award, per the grant requirements.
EVALUATION
Contract administration and evaluation is performed by the Project Manager (the "End User") and the Procurement Officer, who function as a team, by utilizing an online vendor performance report or via in-person reviews. The evaluation consists of an assessment of the vendor-provided goods and services, deliverables, and compliance with contractual requirements. The resulting data will support renewal decisions and/or alterations to a new agreement.
