Enhancements to the Hillsborough School Employees Federation (HSEF) Employee Evaluation (Human Resources Division)
EXECUTIVE SUMMARY

For the past two years, the Human Resources Division has been working collaboratively with the Hillsborough School Employees Federation (HSEF) to enhance the evaluation instrument and evaluation process to focus on employee support and professional development.  In January 2016, a working committee was convened for this task. The committee's work resulted in a new and enhanced instrument.

These evaluation enhancements include the following:

  • Employees’ opportunity to complete a self-evaluation/reflection
  • An “outstanding” performance category
  • Clarity in language related to performance expectations
  • Reduction in the overall number of performance components
  • Performance expectation conferences aligned to the evaluation components

The next steps for implementation of this new evaluation in the 2016-2017 year include the following:

  • Working collaboratively with HSEF leadership and district and site-based administrators
  • Adjusting contractual language through the negotiation process
  • Phasing out Career Observation and introducing Employee Support Plans
  • Ongoing support and follow up for all groups in this bargaining unit (including non-represented)

    • Maintenance
    • Security
    • Student Nutrition
    • Transportation

EVALUATION
Feedback received throughout the first year to determine any language adjustments needed through the bargaining process.
