Approve Amendment #1 of the Local Child Care Funds (LCCF) Contract #SR-SDHC1718 Match Between Hillsborough County School Readiness Coalition, Inc., D/B/A Early Learning Coalition of Hillsborough County (ELCHC), and The School Board of Hillsborough County, Florida (Academic Support and Federal Programs Division)
EXECUTIVE SUMMARY
This contract with ELCHC provides a portion of the required 6 percent match for the School Readiness Program making it possible to draw down $19,652,450 in federal funds and $916,008 in matching Child Care Executive Partnership Program (CCEPP) state funds. These funds provide child care and early education services for children from income-eligible families. This contract earmarks funds as follows: $1,179,147 towards the required 6 percent match for School Readiness child care services; $916,008 provides child care through the CCEPP for children birth to 8 and their siblings up through age 12, including children whose parents are in higher education/training programs; and $64,000 provides care for children ages 9 to 12 of homeless families referred through Metropolitan Ministries.  Amendment #1 decreases the funding amount from the School Readiness match by $421,546. The term of this contract is October 1, 2017, through September 30, 2018.

This contract was reviewed and approved by the School Board Attorney on February 9, 2018. 

The ELCHC requires the School Board’s signature, as the subcontracted agency, to acknowledge acceptance of this contract prior to the ELCHC’s final signature.

FINANCIAL IMPACT (Budgeted:  Yes)
Funds in the amount of $2,159,155 will be available in the ELCHC LCCF Match Contract.  For tracking purposes, the project number specific to this agenda item is 3492. As of February 7, 2018, the remaining balance less encumbrances for this line item equaled $1,794,422.  The contract total is $2,159,155 combined with the federal draw-down of $19,652,450, and 100 percent matching CCEPP state funds of $916,008 will be used to provide direct services for approximately 5,508 children through September 30, 2018, at an average annual rate of $4,126 per child.
EVALUATION
Each year the financial statements are audited by the ELCHC as prescribed by law. The funding for the ELCHC is provided by the Children’s Board of Hillsborough County. There is no district-generated revenue used for this purchase.
