Accept the Piggyback of the Agreement Between Garrett Book Company and The School District of Osceola County, Florida, (SDOC) Bid #SDOC-18-B-005-MP, Books and Educational Material (Business Services Division)
EXECUTIVE SUMMARY
If approved, Hillsborough County Public Schools will be utilizing the SDOC agreement to purchase library books, library materials, audio books, web-based library products, DVDs, and eBooks to be used in school media centers.

The term of the SDOC contract is from October 18, 2017, through October 17, 2020, and may be renewed for one additional year. The district will commence its use on April 4, 2018.  Piggyback agreements may be terminated at any time.  This contract will be reviewed and evaluated annually and may be renewed by the Superintendent, per the terms of the specifications.

In accordance with the Florida Department of Education Purchasing Policy 6A-1.012(6), in lieu of requesting competitive solicitations from three or more sources, district school boards may make purchases at or below the specified prices from contracts awarded by other city or county governmental agencies, or other school boards.

FINANCIAL IMPACT (Budgeted:  Yes)
Funds in the amount of $55,000 will be available in various school and department budgets including Library Media funds, Title 1 grant funds, and schools’ internal accounts.  Because this product is ordered districtwide, there is not one project number assigned to these purchases.
EVALUATION
Contract administration and evaluation is performed by the Project Manager (the "End User") and the Procurement Officer, who function as a team, by utilizing an online vendor performance report or via in-person reviews. The evaluation consists of an assessment of the vendor-provided goods and services, deliverables, and compliance with contractual requirements. The resulting data will support renewal decisions and/or alterations to a new agreement.
