SUBJECT / RECOMMENDATIONS
Approve the Contractual Agreement with Carlton Palms Educational Center, Inc., for the Provision of the Educational Component to Provide a Free Appropriate Public Education (FAPE) for up to 10 Students with Disabilities Per Year, Who Are Placed by Other Agencies at this Residential Facility, During the 2018/2019 and 2019/2020 School Years (Educational Access, Opportunity, and Alternatives)
EXECUTIVE SUMMARY
The primary emphasis of the placement for a student with disabilities by a state agency is for a comprehensive assessment and the development of effective behavior management strategies and habitation needs. The state agency pays the habitat and noneducational portion of the placement. 

Each student’s resident district is responsible for the assurance of provision for FAPE and Exceptional Student Education (ESE) services for the duration of the student’s residential placement. The district will pay Carlton Palms Educational Center, Inc., the full-time equivalent (FTE) it generates for each student. The FTE generated for the 2018/2019 and 2019/2020 school years will be calculated based on the base student allocation for the district and the matrix of services that are developed for each student.

Funds in the amount of $200,000 will be available in the Division of Educational Access, Opportunity, and Alternatives budget for the 2018/2019 and 2019/2020 school years. For tracking purposes, the project number specific to this agenda item is 5323.
EVALUATION
An annual review meeting will be held with the state agencies, Carlton Palms, and Hillsborough County Public Schools ESE personnel to develop an appropriate Individual Educational Plan, discuss student progress, and transition.
