Approve the Agreement for Technical Services with Bellwether Consulting for the Evaluation of the Whole School Transformation Model (Traditional Public Schools) (TOP-3) Grant Project (Office of Strategy Management)
EXECUTIVE SUMMARY
The TOP-3 Grant provides evidence-based interventions to Chamberlain High School and Robles Elementary School for wrap-around services that leverage community assets, improve school and community collaboration, and develop family and community partnerships.  Grant evaluation services will include the following:  1) Update and revise the evaluation plan as needed in response to project changes; 2) Assist the Project Director in the creation of an effective documentation, data collection and data management process; 3) Identify or develop appropriate instruments to collect data; 4) Work with the Project Director to coordinate evaluation activities including data collection; 5) Participate in regularly scheduled meetings of grant partners, as needed; 6) Prepare evaluation reports which will include:  qualitative and quantitative data, review of project implementation and adjustments made, project results, assessment of project's effectiveness in addressing goals, and performance measures used in assessing effectiveness; and 7) Assist the Project Director with preparation of grant reports in compliance with performance report requirements.  These evaluation services are described in the approved grant application and are required in order to meet the expectations of the grant.

FINANCIAL IMPACT (Budgeted:  Yes)
Funds in the amount of $100,000 will be available in the TOP-3 Grant budget.  For tracking purposes, the project numbers specific to this agenda item are 3357 and 3367.  As of April 20, 2018, the remaining balance less encumbrances for this line item equaled $100,000.
EVALUATION
The Office of Strategy Management has direct supervision of the selected external evaluator, oversees the evaluation activities, tracks progress, and ensures reporting compliance as well as transmission of all required reports to the funding agency.
