Approve the Agreement for Technical Services Between Franklin Covey Client Sales, Inc., and The School Board of Hillsborough County, Florida for The Leader in Me Program at Mango Elementary School (Chief of Schools)
EXECUTIVE SUMMARY
The Leader in Me program is a whole school transformation model that empowers students with the skills they need to be successful in the 21st century. Based on paradigm, content, and practices, when implemented with fidelity, The Leader in Me program transforms how a school and community approach education. Students' social-emotional well-being also improves, thereby creating a stronger school culture.

Mango Elementary will implement this program during the 2018/2019 school year with training scheduled to be provided in June 2018. During the implementation year, faculty and staff at the school will receive training, materials, online resources, and coaching from the Franklin Covey professional development team. If teachers are hired mid-year, training will be provided to those teachers at no additional cost.

Franklin Covey Client Sales, Inc., has provided services to Hillsborough County Public Schools for the past three years at one school, and for the past year has provided services at three other elementary schools. The results from Lanier Elementary, the only school that has implemented The Leader in Me program for more than two years, are shown below in the evaluation section.

Funds in the amount of $46,708.77 will be available in the Mango Elementary Title I account.  For tracking purposes, the project number specific to this agenda item is 3395.  As of April 18, 2018, the remaining balance less encumbrances for this line item equaled $46,708.77.
EVALUATION
After five years of implementation at Lanier Elementary, the percentage of students with 90% attendance increased each year from 85% in 2014/2015 to 92% in 2016/2017. Teaching, Empowering, Leading, and Learning (TELL) trust rate among faculty increased from 76% in 2014/2015 to 87% in 2016/2017. The percentage of students with zero suspensions is 99% this year; the highest rate at Lanier in the past three years. Based on the 2016/2017 School Climate Inventory Perception (SCIP) survey, of the 19 elementary schools in Area 1, Lanier Elementary had the highest percentage (92%) of students indicating they are proud to attend the school. Academically, the percentage of proficient students has increased in both English Language Arts (ELA) and math each year since 2015. In addition, the percentage of bottom quartile students who demonstrated gains in ELA increased by 26% in the 2016/2017 school year while math increased by 12%.

At Mango Elementary, the Area 7 Leadership Team will monitor implementation and fidelity, and will observe student experiences. Data related to student attendance, disciplinary incidences, and student participation in school-sponsored events, as well as TELL and SCIP survey results from both students and parents, will be reviewed. The Leader in Me program will also provide students, parents, and staff with a survey related to leadership, culture, and academics.
