Approve 2018/2020 Preparing New Principals (PNP) Cohort (Educational Leadership and Professional Development)
EXECUTIVE SUMMARY
The (PNP) Program is stage three of the Hillsborough Principals Pipeline and meets the requirement for level two certification, which is required by the Florida Department of Education for anyone serving as school principal in the state of Florida.  The purpose of the PNP Program is: to increase the supply of effective school leaders; to produce school leaders who are prepared to lead the diverse student population in meeting high standards for academic achievement; to enable school leaders to facilitate the development and retention of effective and highly effective classroom teachers; and to produce leaders with the competencies and skills necessary to achieve district goals, objectives, and priorities. It is a two-year program that requires successful entry and exit in order to be placed into the principal talent pool.  The program was redesigned five years ago as part of the Hillsborough Principal Pipeline work

The candidates have demonstrated the leadership competencies at an accomplished level. All candidates have agreed to participate in the two-year program with the understanding that in order to apply for a principal position they must meet all benchmarks during the program, as well as achieve a successful score on the exit interview and entry plan presentation. PNP is a recognized principal preparation program by the Florida Department of Education, the Wallace Foundation, the Alliance to Reform Educational Leadership Foundation (AREL) and the Educational Development Center (EDC).

There will be a cost of $1600 per participate with Eckerd College and $500.00 for Books and resources to support the development of leaders for a total of $45,300 out of the Title II grant.
EVALUATION
Program success has been evaluated using the following metrics: feedback from program graduates; number of participants who successfully exit the program; number of graduates receiving principal positions within three years of exiting; performance of new principals in the first three years on the job. The following outcomes have been achieved in the last three years based on the monitored metrics: 100 percent of applicants have agreed and strongly agreed that the program has successfully prepared them for the role; 90 percent of participants successfully passed the exit; 75 percent of graduates have moved into principal positions within the first three years after exiting the program; 97 percent of principals graduating from the program in the past three years have been rated effective or highly effective after their first year on the job. All who have been on the job for more than one year have achieved effective and highly effective ratings in consecutive years.
