Accept the Piggyback of the Agreement between Edgenuity, Inc., and The School Board of Orange County, Florida (OCPS) - Request for Proposals #1311291 Web-based Grades 6-12 Course & Credit Recovery Services (Business Services Division)
EXECUTIVE SUMMARY
If approved, Hillsborough County Public Schools, through Edgenuity, Inc., will provide virtual curriculum in accordance with Florida Statute 1002.45(2), which requires the district to provide three options for all enrolled students to participate in part-time or full-time virtual instruction programs. In order to provide students with the option of participating in virtual instruction programs, the district may contract with the Florida Virtual School, establish a franchise of the Florida Virtual School, and contract with an approved provider.  Edgenuity, Inc., provides online courses appropriate for grades 6-12 and Adult Education.  The program can be used in a variety of environments such as initial credit earning for core and general electives, credit recovery, career centers, alternative education programs, virtual and summer school programs, as well as the Adult Education program.

The term of the agreement will be from July 1, 2018, through June 30, 2021. There is a 30-day termination for convenience clause included in this contract.

In accordance with the Florida Department of Education Purchasing Policy 6A-1.012(6), in lieu of requesting competitive solicitations from three or more sources, district school boards may make purchases at or below the specified prices from contracts awarded by other city or county governmental agencies, or other school boards.

FINANCIAL IMPACT (Budgeted:  Yes)
Funds in the amount of $395,000 will be available in the Virtual Instruction Department budget for the 2018/2019 fiscal year.  For tracking purposes, the project number specific to this agenda item is 6951.  Funds are generated based on full-time equivalent student enrollment.
EVALUATION
Contract administration and evaluation is performed by the Project Manager (the "End User") and the Procurement Officer, who function as a team, by utilizing an online vendor performance report or via in-person reviews. The evaluation consists of an assessment of the vendor-provided goods and services, deliverables, and compliance with contractual requirements. The resulting data will support renewal decisions and/or alterations to a new agreement.
