Health Insurance Renewal for 2019
EXECUTIVE SUMMARY
On March 6, 2018, the Board accepted the highest ranking reply from Humana Medical Plan, Inc. Without plan design changes for 2019, the required increase for 2019 was 3.3%. The District’s Insurance Committee subsequently met to determine appropriate plan design changes for 2019. The change for 2019 is a narrow pharmacy network which will limit the 2019 increase to 1.8% (a savings of approximately $2.6 million).  With a national trend of 8%, an increase of 1.8% is truly remarkable.

Highlights of the 2019 renewal include:
  • Wellness program continues for all benefit-eligible employees, including those who opt out of the district’s health insurance
  • $1000 upfront benefit allowance continues on CoverageFirst Local
  • Employee-only cost for CoverageFirst Local remains $0
  • Employees who have other group health insurance coverage may continue to opt out of the district’s plan and receive up to $720 credit for the year
  • High Deductible Health Plan (HDHP) benefits are adjusted to ensure it is Health Savings Account (HSA) compliant

Funds in the amount of $158,560,250 will be available in the Employee Benefits Department 2018/2019 fiscal year budget. For tracking purposes, the project number specific to this agenda item is 9999.
EVALUATION
Health insurance data trends are reviewed at least quarterly, and rates are renewed annually.
