Approve the Contract for Dr. Kiran C. Patel High School (Charter Office)
EXECUTIVE SUMMARY
Charter School legislation, 1002.33 F.S., permits individuals, organizations, and community members the opportunity to submit an application to the School Board for the creation of a charter school. On November 14, 2017, the School Board approved the application for Dr. Kiran C. Patel High School, for the 2019/2020 school year. The school will serve students in grades 9-12 using a rigorous academic program that includes problem-based learning and technology infused flipped classrooms. 

The school is requesting a 10-year contract in order to facilitate financing for their facility as allowable by law. A copy of the proposed 10-year contract for the school is attached. The original charter application approved by the School Board will become Appendix I of this contract, and will be available for review in the Charter School Office. 

In the event of a discrepancy between the contract and the charter application, the terms of the contract will prevail. Dr. Kiran C. Patel High School has agreed to all terms of the contract, which has been revised to include the most recent revisions to 1002.33, F.S.

FINANCIAL IMPACT (Budgeted:  Yes)
There will be no financial impact for the 2018/2019 school year as the applicant applied to open for the 2019/2020 school year. Based on the application, the charter school’s first year enrollment projection of 300 students will generate approximately $1,903,649 in Florida Education Finance Program (FEFP) (Part I) funds. The school district retains a five percent administrative fee for up to and including 250 students ($79,319) of FEFP funds to offset services provided by the district.  The school will also qualify for categorical, capital outlay, and grant funds as appropriate and allowed by Florida statutes. These numbers are estimates based on the 2018/2019 FEFP numbers.
EVALUATION
A contract renewal review will be completed prior to the contract end of June 30, 2029.
