SUBJECT / RECOMMENDATIONS
Approve the Statement of Work (SOW) with iBi Solutions for Teacher Evaluation Verification (TEV) System Analytics and Data Warehouse Development and Support (Business Services Division)
EXECUTIVE SUMMARY
This SOW is governed by the terms of the Master Services Agreement between the District and iBi Solutions approved by the Board on April 21, 2015. It is a continuation of support for the TEV System and all related analytics that support the annual employee evaluation processes. This SOW is funded by the Teacher Incentive Fund (TIF) grant through September 30, 2018. However, District staff is seeking approval from the grant provider to extend the timeline through December 31, 2018. Services include analytics and data warehouse software design, development, and testing. Specific contractors, currently employed at iBi Solutions, have worked on prior engagements with the District and have specific knowledge and expertise regarding our TEV system. The TEV system links employees with relevant student achievement data in order to calculate value-added scores for employee evaluations. The system includes employee, student, assessment, course, and professional development data for all instructional personnel. The TEV system requires ongoing maintenance, support, and enhancements. The system must be kept in compliance with requirements supporting Florida Department of Education student assessments, Hillsborough Classroom Teachers Association and District negotiations, and internal Hillsborough County Public Schools' business processes.

Funds in the amount of $172,040 are included in the TIF grant. For tracking purposes, the project number specific to this agenda item is 3205. iBi Solutions provides services on a time and materials basis with no additional travel or per diem expenses.
EVALUATION
The TIF grant fully funds this agenda item. This agenda item will augment District staff with contractors to continue to support the TEV system. Leveraging these individuals provides a more cost-effective solution for staff augmentation than training contractors with no TEV system experience. iBi Solutions will be providing these specific contractors who already have experience maintaining our TEV system.
