Approve the Piggyback of the Agreement Between DES of Florida (DESF) and The School Board of Highlands County - Contract DESF-061883-SBHC Agreement for Temporary Services (Business Services Division)
EXECUTIVE SUMMARY
DESF specializes in providing retired personnel to governmental agencies. They recruit, interview, and provide retirees to work for the district in temporary assignments. The services provided allow the district to staff positions at lower costs than the budgeted positions.

The initial term of this contract was for a 2-year period beginning July 1, 2018, through June 30, 2020, with two 1-year renewal options. If approved, Hillsborough County Public Schools will commence its use effective August 15, 2018. Piggyback agreements may be terminated at any time. This contract will be reviewed and evaluated annually and may be renewed by the Superintendent, per the terms of the specifications.

In accordance with the Florida Department of Education Purchasing Policy 6A-1.012(6), in lieu of requesting competitive solicitations from three or more sources, district school boards may make purchases at or below the specified prices from contracts awarded by other city or county governmental agencies, or other district school boards.

FINANCIAL IMPACT (Budgeted:  Yes)
Annual expenditures are estimated to be $250,000. Because these services will be used districtwide, there is not one specific project number assigned for these purchases.
EVALUATION
Contract administration and evaluation is performed by the Project Manager (the "End User") and the Procurement Officer, who function as a team, by utilizing an online vendor performance report or via in-person reviews. The evaluation consists of an assessment of the vendor-provided goods and services, deliverables, and compliance with contractual requirements. The resulting data will support renewal decisions and/or alterations to a new agreement.
