Approve Florida Retirement System (FRS) Reclassification of the Deputy Superintendent for Operations
EXECUTIVE SUMMARY
Effective January 1, 1990, appointed School Superintendents became compulsory members of the Senior Management Service Class (SMSC) of the FRS, under the Florida Statute Section 121.055. As of January 1, 1994, the statute was amended to allow school districts to designate a limited number of additional positions to be included in the SMSC. Eligible positions are to be full-time non-elective, managerial, or policy making. The Senior Management Service Class benefits school districts by providing greater flexibility with respect to the contract status of employees at that level. The benefits to the SMSC covered employee are a shorter vesting period and 2% service credit per year.  

Hillsborough County Public Schools is adding the Deputy Superintendent for Operations classification to the SMSC designation under the FRS. This change will be retroactive to July 1, 2018.

FINANCIAL IMPACT (Budgeted:  Yes)
The additional cost to the District will be the difference between the regular contribution rate and the SMSC contribution rate (currently 8.26% and 24.06% respectively), applied to the Deputy Superintendent for Operations salary. The increased cost of the retirement contribution for the Deputy Superintendent for Operations will be $23,838.35.
