Approve CA Order Form Agreement with CA, Inc., for Software Licensing Renewal and Support (Business Services Division)
EXECUTIVE SUMMARY
On August 11, 2015, the Board approved a three-year software agreement with CA, Inc., for software licensing and support required to maintain operations of the district’s legacy Student Information System (SIS). This agenda item establishes a new three-year agreement in order to maintain the SIS software.  District staff are in the process of evaluating commercially available SIS solutions to replace our legacy SIS.  This agenda item will provide the time necessary to acquire and transition to a new system.  The attached CA Order Form details the software components and costs. Direct negotiations provided additional software license capacity to meet increased demands for access to the SIS and associated applications during peak periods while reducing the overall cost.  Acquiring software directly from CA, Inc., is in accordance with Florida Department of Education Purchasing Rule 6A-1.012(14). Information Technology, as defined in Section 282.0041(15), F.S., is exempt from the competitive solicitation process and acquisitions may be made by direct negotiation and contract with a vendor or supplier, as best fits the needs of the school district as determined by the district School Board.

The total cost for the new three-year agreement is $1,563,889.23. This is a reduction of $61,495.16 from the previous three-year agreement. The cost will be expensed from the Information Technology Department budget in three annual payments of $521,296.41.
EVALUATION
CA, Inc., software is reviewed annually to confirm that it provides the functionality required to meet the district goals and objectives in a cost effective manner.
