Approve the Agreement for Technical Services with New Teacher Center to Support the Continued Development and Enhancement of the Power 3 Teacher Leader Program (Educational Leadership and Professional Development)
EXECUTIVE SUMMARY
New Teacher Center is an educational leader in the development of instructional coaches.  Teacher leaders at our 30 Power 3 sites work with all instructional personnel to ensure consistent and effective teaching strategies in all disciplines and across grade levels.  Through a comprehensive program of job embedded professional development and coaching tools, New Teacher Center will train and support teacher leaders in the continued implementation of intensive instructional practice and student-learning focused, site based teacher support.  Teacher leaders provide relevant coaching to meet the prescriptive professional development needs at the District’s 30 Power 3 schools.  The partnership with New Teacher Center consists of a structured program of ongoing support and professional development.

• Improve the high school graduation rate • Provide a student-centered learning environment that engages every child • Recruit, support, and retain a highly effective and diverse workforce • Develop a culture of respect, trust, and collaboration • Engage and communicate with families and stakeholders • Demonstrate "best practices" in all aspects of safety: student, employee, visitor, facility, transportation, and health
FINANCIAL IMPACT (Budgeted:  Yes)
Funds in the amount of $99,400.00 will be available in the Teacher Incentive Fund (TIF) 4 Grant. For tracking purposes, the project number specific to this agenda item is 3005. As of Tuesday, August 16, 2016, the remaining balance less encumbrances for this line item equaled $70,128.56. Funding for this project is allotted annually for external leadership and coaching support for the 30 teacher leaders in Power 3 schools by the TIF 4 Grant.
EVALUATION
After 3 years of implementing New Teacher Center instructional coaching practices with the Power 3 teacher leaders and their work with the Power 3 teachers, we have received both quantitative and qualitative data to show that the job embedded professional learning is positively impacting teacher practice.  The 30 Power 3 teacher leaders set goals and implement plans to achieve their goals and the goals of the teachers they serve.  All Power 3 schools provide ongoing feedback that demonstrates program impact.  In September 2017 the Teacher Incentive Fund team will complete a deep dive into overall outcomes that were achieved related to teacher leader instructional coaching and teacher practice as a result of 4 years of participation.
