Approve the Agreement for Technical Services with Corwin Press, Inc. (Leadership, Professional Development, and School Transformation) (Revised attachment - added Document B)
EXECUTIVE SUMMARY
The Corwin contract is funded by the Instructional Leadership Faculty Development Grant (ILFD) through the Florida Department of Education.  The grant provides districts with yearly funding to support the development of leaders so they are better able to improve instruction in our schools. 

The focus of the 2018/2019 grant will be on improving literacy instruction in the 50 Achievement Schools.  Doug Fisher, Corwin Press, Inc.'s consultant, national literacy expert, and keynote speaker at the Hillsborough County Public Schools (HCPS) Leadership Institute this past summer, will continue to promote the research-based lessons presented in the book, Visible Literacy, through a deeper dive into training and development of school leadership teams.

Three hundred teachers and leaders will take part in four professional development sessions throughout the school year and 14 school leadership teams will experience on-site coaching and follow up.  District leaders from Teaching and Learning, Leadership Development, and Administration will also take part in the professional development to build capacity and sustainability across the system.

Funds in the amount of $202,804.19 will be available in the ILFD Grant.  For tracking purposes, the project number specific to this agenda item is 3530.  As of August 22, 2018, the remaining balance less encumbrances for this line item equaled $202,804.19.
EVALUATION
Mr. Fisher has worked with districts across the country to improve literacy practices for teachers and outcomes for students.  He has authored over 20 well-known educational books and hundreds of journal articles on topics such as equity, literacy, and powerful instructional practices. Mr. Fisher focuses his work on proven, research-based practices that have been shown to have the highest effect sizes.  In recent work with a district in California that used the same design model that will be used in HCPS, the district gained 811 points on the state Academic Performance Index.  In just a few years of implementation, 74 percent of students were proficient in reading as compared to 38 percent in prior years.
