Approve the Local Child Care Funds (LCCF) Match Contract (SDHC1819) Between Hillsborough County School Readiness Coalition, Inc., D/B/A Early Learning Coalition of Hillsborough County (ELCHC) (Academic Support and Federal Programs Division)
EXECUTIVE SUMMARY
This contract with ELCHC provides a portion of the required six percent match for the School Readiness Program making it possible to draw down $13,913,883 in federal funds and $824,405 in matching Child Care Executive Partnership Program (CCEPP) state funds. These funds provide child care and early education services for children from income-eligible families. This contract earmarks funds as follows: $834,833 towards the required six percent match for School Readiness child care services; $824,405 provides child care through the CCEPP for children, ages birth to 8, and their siblings up through the age of 12, including children whose parents are in higher education/training programs; and $64,000 provides care for children, ages 9 to 12, of homeless families referred through Metropolitan Ministries.  The term of this contract is October 1, 2018, through June 30, 2019.

The School Readiness Program office received the final contract on August 23, 2018, and it was reviewed and approved by the School Board Attorney on August 24, 2018, which results in requesting Board approval after the fact.

THE ELCHC requires the school board’s signature, as the subcontracted agency, to acknowledge acceptance of this contract prior to the ELCHC’s final signature.

Funds in the amount of $1,723,238 will be available in the ELCHC Match Contract fund.  For tracking purposes, the project number specific to this agenda item is 3692. As of September 7, 2018, the remaining balance less encumbrances for this line item equaled $1,723,238.

The contract total is $1,723,238 combined with the federal draw-down of $13,913,883, and 100 percent matching CCEPP state funds of $824,405 will be used to provide direct services for approximately 3,990 children through June 30, 2019, at an average annual rate of $4,126 per child.
EVALUATION
Each year the financial statements are audited by the Hillsborough County School Readiness Coalition as prescribed by law. The funding for the ELCHC is provided by the Children’s Board of Hillsborough County. There is no district-generated revenue used for this purchase.
