SUBJECT / RECOMMENDATIONS
Approve the Purchase of Dual Enrollment Instructional Materials from Hillsborough Community College (HCC) and the University of South Florida (USF) for the 2018/2019 School Year (Office of Teaching and Learning)
EXECUTIVE SUMMARY
Hillsborough County Public Schools purchases instructional materials for dual enrollment courses as defined in the parameters of the dual enrollment articulation agreement.  The college institutions determine which textbooks are to be purchased for each course.  Attached is a list of the dual enrollment instructional materials from HCC and USF.  Also attached is a summary of the dual enrollment textbook orders from March 2013 to present. In accordance with the Florida Department of Education Purchasing Policy 6A-1.012(11)(b), the requirement for requesting competitive solicitations for commodities is waived as authorized by Section 1010.04(4)(a), F.S., for the purchase by district school boards of educational textbooks where such materials are purchased directly from a governmental agency or a recognized educational institution.

FINANCIAL IMPACT (Budgeted:  Yes)
Funds in the amount of $1,030,000 will be available in the Instructional Materials Categorical budget, Project 4509.  As of September 25, 2018, the remaining balance less encumbrances for this line item equaled $10,860,324.  This cost is estimated based on projected enrollment and may fluctuate slightly based on actual need.
EVALUATION
Per State Statute 1007.271, school districts are required to purchase the instructional materials for dual enrollment students.  High school guidance counselors and the dual enrollment contacts at HCC and USF determine student eligibility based on the approved articulation agreements.
