Approve the Agreement for Technical Services with C.E. Mendez Foundation, Inc. (Leadership, Professional Development, and School Transformation)
EXECUTIVE SUMMARY
Upon approval, this Agreement for Technical Services will continue to enhance the partnership between Hillsborough County Public Schools and C.E. Mendez Foundation, Inc.  Moving into the last year of this project, the scope of work will be focused on sustaining these efforts at schools beyond the life of the grant.  C.E. Mendez Foundation, Inc., provides Too Good for Drugs and Violence programs designed to mitigate the risk factors and enhance protective factors related to alcohol, tobacco, and other drug use, as well as provides social emotional learning skills to students. Professional development and a train-the-trainer session will be offered to staff at the Project Prevent sites. Opportunities will be provided for collaboration across sites to share best practices used to develop student small group and classroom behavioral interventions.  C.E. Mendez Foundation, Inc., will also provide classroom instruction and support, in collaboration with district staff, for the Project Prevent sites to ensure fidelity of the program. The Project Prevent grant includes 21 schools from across the district.

Elementary Schools:  Booker T. Washington, Clair Mel, Folsom, Ippolito, Robles, Shaw, Thonotosassa
Middle Schools:  Adams, Dowdell, Greco, Jennings, Madison, McLane, Memorial, Sligh
High Schools: Chamberlain, Hillsborough, King, Middleton
K-8: Sulphur Springs, Woodson

Funds in the amount of $38,500 will be available in the Project Prevent - Special Revenue budget.  For tracking purposes, the project number specific to this agenda item is 3510.  As of September 13, 2018, the remaining balance less encumbrances for this line item equaled $164,983.
EVALUATION
The Too Good for Drugs and Violence suite is designated as a model program by the Substance Abuse and Mental Health Services Administration and rated by the National Registry of Evidence-Based Programs and Practices.  The drug and violence components are rated as exemplary and promising programs, respectively.  Implementation data indicates an increase in the number of students being served in small groups each project year.  Over 1,400 students were served in small group and classroom settings during Year 4.  Zero students were being served prior to the implementation of this curriculum in the project schools.  Feedback from participating site-based personnel and administration indicate a reduction in disciplinary issues being reported from students being served.
