SUBJECT / RECOMMENDATIONS
Approve the Contracts with Air Analytics, LLC, and GLE Associates, Inc., for Radon Monitoring, Measurement, and Sampling (Business Services Division)
EXECUTIVE SUMMARY
Through these agreements, Air Analytics, LLC, and GLE Associates, Inc., will sample, monitor, and measure the radon levels at district sites.  These activities will be performed by a Florida Certified Radon Measurement Technician under the direction of or by a Florida Certified Radon Measurement Specialist. 

In accordance with the Florida Department of Education Purchasing Policy 6A-1.012(12)(e), district school boards may dispense with requirements for competitive solicitations for the emergency purchase of commodities or contractual services when the superintendent determines in writing that an immediate danger to the public health, safety, or welfare or other substantial loss to the school district requires emergency action. After the superintendent makes such a written determination, the district school board may proceed with the procurement of commodities or contractual services necessitated by the immediate danger, without requesting competitive solicitations. However, such an emergency purchase shall be made by obtaining pricing information from at least two prospective vendors, which must be retained in the contract file, unless the superintendent determines in writing that the time required to obtain pricing information will increase the immediate danger to the public health, safety, or welfare or other substantial loss to the school district.

As of September 17, 2018, funds in the amount of $500,000 have been budgeted in the Safety Department budget.  For tracking purposes, the project number specific to this agenda item is 8627.
EVALUATION
Contract administration and evaluation is performed by the Project Manager (the "End User") and the Procurement Officer, who function as a team, by utilizing an online vendor performance report or via in-person reviews. The evaluation consists of an assessment of the vendor-provided goods and services, deliverables, and compliance with contractual requirements. The resulting data will support renewal decisions and/or alterations to a new agreement.
