Approve the Memorandum of Agreement Between the Boy Scouts of America, Greater Tampa Bay Area Council for the Provision of Services for the Learning for Life (LFL) Grant Program (Academic Support and Federal Programs)
EXECUTIVE SUMMARY
The Florida Department of Education (FLDOE) has granted an award to the Boy Scouts of America, Greater Tampa Bay Area Council and Hillsborough County Public Schools (HCPS) for the implementation of the LFL program.  The purpose of the program is to foster a desire in students to be academically and behaviorally successful. This is accomplished through counselor-facilitated character lessons based on classroom needs and teacher feedback.  The character traits taught are: respect, responsibility, honesty/trustworthiness, caring/fairness, perseverance, self-discipline, courage, and good citizenship.

HCPS has partnered with the Boy Scouts of America, Greater Tampa Bay Area Council since 1998 to implement this program.  During the 2016/2017 school year, the most recent year the program was funded by the FLDOE, 330 LFL lessons were delivered to over 17,000 elementary students in 33 schools.

Funds in the amount of $71,178 will be available in the General Fund.  For tracking purposes, the project number specific to this agenda item is 3592.  As of September 26, 2018, the remaining balance less encumbrances for this line item equaled $71,178.  Funding for this project is provided by the FLDOE.  HCPS was awarded $90,000 for the 2018/2019 LFL grant.  Of this amount, the Boy Scouts of America, Greater Tampa Bay Area Council has been allocated $71,178 for services related to the implementation of this program.
EVALUATION
Evaluations are performed for all funded grants as required by the grant funding authority (FLDOE).  Program personnel collaborate with the district's Office of Assessment and Accountability to collect required formative and summative evaluation data and submit it to the funding authority.
