Approve the Agreement for Technical Services with National School Administration Manager (SAM) Innovation Project (NSIP) (Leadership, Professional Development, and School Transformation)
EXECUTIVE SUMMARY
The National SAM NSIP is a professional development process for school leaders funded by the Title ll grant with tools and training to focus on actions and practices that lead to improved teaching and learning. The project combines tools, training, and strategies to help principals focus on instructional leadership.  Principals involved in the SAM Project demonstrate consistent growth. 

NSIP has provided services to Hillsborough County Public Schools for the past five years. 

The contract will allow continued training and implementation support for 24 SAM teams from October 2018 through June 2019.

FINANCIAL IMPACT (Budgeted:  Yes)
Funds in the amount of $32,500 will be available in the Title II Grant.  For tracking purposes, the project number specific to this agenda item is 3585.  As of September 7, 2018, the remaining balance less encumbrances for this line item equaled $32,500.  
EVALUATION
After six years of SAM implementation, data shows school leaders engaging in SAM saved an average of 12 hours per week to focus on practices that produce greater results. The practices include observation and feedback, coaching, professional development and planning, and meaningful work with students and families for an average of 65 percent of their time.  
 
Fifty-two schools have implemented the SAM process for at least three years.  Ninety percent of these 52 schools earned a school grade of C or higher for the 2017/2018 school year. 

Ninety-five percent of SAM principals state the SAM process is an important factor in improved instructional leadership practice and overall school growth.
