Approve Amendment #1 for Contract # SR-SDHC1819 Between the Hillsborough County School Readiness Coalition, Inc., D/B/A Early Learning Coalition of Hillsborough County (ELCHC), and The School Board of Hillsborough County, Florida (Academic Support and Federal Programs)
EXECUTIVE SUMMARY
This contract with the ELCHC is for the provision of early childhood education and child care services for low-income families.  Amendment #1 increases the contract payment for direct services (child care slots) by $7,451,932. The terms of this contract are in effect July 1, 2018, through June 30, 2019.  

This contract was reviewed and approved by the School Board Attorney on September 26, 2018.

The ELCHC requires the School Board’s signature, as the subcontracted agency, to acknowledge acceptance of this contract prior to the ELCHC’s final signature.

• Improve the high school graduation rate
FINANCIAL IMPACT (Budgeted:  Yes)
Funds in the amount of $48,887,380 will be available in the ELCHC contract. For tracking purposes, project numbers specific to this agenda item are 3662 through 3689.  As of September 24, 2018, the remaining balance less encumbrances for this line item equaled $34,259,404. The total of $48,887,380 is federal/state funding originating with Florida Office of Early Learning (OEL) flowing through the ELCHC and passed to Hillsborough County Public Schools to provide early education and child care for children from eligible low-income families.  The total funding includes $4,543,888 in operating costs for intake and eligibility, comprehensive consumer education, provider payment services, and training and coaching to providers; and $44,343,492 for direct child care costs.  These funds will serve approximately 10,747 children at an annual average rate of $4,126 per child.
EVALUATION
Each year the financial statements are audited by the ELCHC as prescribed by law. The funding for the ELCHC is provided through federal dollars. The flow-through dollars are channeled by OEL. The School Readiness Program uses these funds to purchase child care in Hillsborough County.  There is no district-generated revenue used for this purchase.
