Approve Kelly Educational Staffing and Hillsborough County Public Schools New Substitute Rates | |
EXECUTIVE SUMMARY | |
In collaboration with Kelly Educational Staffing (KES), the Division of Human Resources is seeking pay rate adjustment for instructional and instructional support substitute positions. It is our objective to offer a competitive hourly rate to our substitutes who provide an essential function in our schools. Effective January 1, 2019, KES has decreased our markup rate from 1.335 to 1.29 to provide this increase. Substitute rates have not increased in the past eight years. The new rates will reflect a competitive daily rate for our substitutes and a differential rate for attracting substitutes to our identified Achievement Schools. Additionally, a bonus has been structured for substitutes serving in long term assignments with a bachelor’s degree. The new rates, along with trainings and mentoring support provided by KES, allows us to continue to market, recruit, and hire transitional career changers, retired educators, and those in the workforce that may be future teachers or instructional support employees. |
