Approve the Piggyback of the Agreement between Matthews Bus Alliance, Inc., Florida Transportation Systems, Inc., Sun State International Trucks, LLC, and the Florida Department of Education (FLDOE) School Bus Bid #2017-02 for the Purchase of School Buses and Optional Equipment (Business Services Division)
EXECUTIVE SUMMARY
This agreement would approve the purchase of 96 replacement school buses as outlined in the 2018/2019 capital replacement plan. The 96 replacement school buses consist of 32 diesel Thomas Built buses with a 77-passenger capacity Type C bus without lift, 32 diesel Bluebird buses with a 77-passenger capacity Type C bus without lift, and 32 diesel IC buses with a 77-passenger capacity Type C bus without lift.

In accordance with the FLDOE Purchasing Policy 6A-1.012(6), in lieu of requesting competitive solicitations from three or more sources, district school boards may make purchases at or below the specified prices from contracts awarded by other city or county governmental agencies, other district school boards, community colleges, federal agencies, or the public or governmental agencies of any state.

The FLDOE conducted the bid process and chose three school bus manufacturers. Florida school districts may only purchase school buses from stateā€approved contracts. The manufacturers are Blue Bird Corporation, Integrated Coach Corporation, and Thomas Built Buses, Inc.  After reviewing the school bus specifications and options, the attached document shows our purchase plan.

FINANCIAL IMPACT (Budgeted:  Yes)
Funds in the amount of $10,014,528 will be available in the Capital Projects Fund.  For tracking purposes, the project number specific to the new school bus purchase is 8616. The expenditure breakdown will be:

$5,000,000 Fund 326 Community Investment Tax Capital dollars
$5,014,528 Fund 379 Local Capital Millage FY 18/19
