Approve the Memorandum of Agreement with the Children’s Home Network for the Supporting and Empowering Educational Developmental Services (SEEDS) Program (Academic Support and Federal Programs) | |
EXECUTIVE SUMMARY | |
The Children’s Home Network provides the SEEDS program, which is a multi-disciplinary intervention team composed of schools, community, and family representatives. The primary goal of the SEEDS program is to provide support for children ages three through the third grade and their families so they are ready for Kindergarten, promoted to the next grade level, and reading on level by third grade. This is accomplished by working together with the family to support the developmental, educational, and social needs of the child so they are able to function more successfully at home, in school, and in the community. The SEEDS program combines the strengths of the family, school system, community services, and existing family supports to achieve goals established by the family in conjunction with the SEEDS team. In strength-based planning, the family, school system, and community service providers link assets across systems to establish a collective force to reduce or eliminate barriers faced by the child and family. This agreement will expand SEEDS services to focus on Achievement Schools. | |

Funds in the amount of $120,000 will be available in the Title IV Grant budget. For tracking purposes, the project number specific to this agenda item is 3544. As of December 11, 2018, the remaining balance less encumbrances for this line item equaled $120,000. The Agreement will allow for the first installment of $40,000 to be invoiced on February 28, 2019, the second installment of $40,000 to be invoiced on April 30, 2019, and the third and final installment to be invoiced on June 30, 2019. | |
EVALUATION | |
The Supervisor of School Social Work Services serves on the SEEDS Leadership Council with the SEEDS administrator and select staff members to review service outcomes and make changes and modifications, if identified. The Leadership Council will meet quarterly during the 2018/2019 year. Data entry and a fiscal review is conducted annually. The process is comprehensive and examines performance at both the program and the agency level, including the number of families served in a timely manner. SEEDS staff also distributes a survey to select educators about participating students to determine the impact on academic performance (for example: submitting homework, class participation, attendance, getting along with peers, etc.) as well as parent participation in school activities including conferences with educators. Survey results are reviewed during quarterly meetings. | |
