Accept the Statement of Work with Convergence Consulting Group (CCG) for Hillsborough Principal Pipeline Enhancements for the Turnaround Leadership Pathways (Leadership, Professional Development, and School Transformation)
EXECUTIVE SUMMARY
This Statement of Work is for professional and technical services needed for continued development of the Leader Tracking System for the Hillsborough Principal Pipeline in support of the Turnaround Leadership Pathways. The contract will be fully funded by the federal Teacher and School Leader Incentive Program grant.

The contract will allow us to design and identify metrics, and create systems to analyze performance indicators specifically related to the competencies associated with effective leaders of high-needs schools. Two major reports will be completed: a Turnaround Leader Index based on a design where evaluation, entry and exit scores flow into an updated reporting solution, and the creation of a Turnaround Leadership Pathways search tool. The second will create a profile for candidates to help match leaders based on the needs of a particular school. The goal is to be able to find leaders that best demonstrate competencies associated with the different phases of turnaround leadership in order to match them with principal vacancies in high-needs schools.

A detailed Statement of Work document is attached. The same terms and conditions currently in place with the CCG Master Services Agreement apply.

Funds in the amount of $149,900 will be available in the Teacher and School Leader Incentive Grant.  For tracking purposes, the project number specific to this agenda item is 3542.  As of December 4, 2018, the remaining balance less encumbrances for this line item equaled $497,525.
EVALUATION
The Leader Selection Tool initially developed by CCG was funded by the Wallace Foundation Principal Pipeline grant. The tool, which was developed five years ago, has become a national model for how to effectively track data of leaders in order to make high-quality hiring decisions. The tool has assisted the district in making over 150 school leader hires over the past several years.  It has allowed us to match leaders to positions based on specific competency-based and experiential data. The tool is used to inform recruitment and selection efforts. The Hillsborough County Public Schools Leader Selection Tool has been shared via national webinars and presentations hosted by American Association of School Administrators, Learning Forward, and the Wallace Foundation.  In addition, the tool has been shared with over 15 other school districts and universities in their efforts to design their own leader tracking systems. This next iteration will allow us to strengthen the way we recruit, select, and hire leaders specifically for high-needs schools while tracking other important leadership data including student data, climate and culture data, leadership goals, and more.
