Approve the Exceptional Student Education (ESE) Special Programs and Procedures (SP&P) Document for 2018/2019 through 2020/2021 School Years
EXECUTIVE SUMMARY
The attached ESE SP&P document provides a framework for the District’s day-to-day operating procedures, for the provision of a free appropriate public education to students with disabilities. The contents of the ESE SP&P align with current State Board Rules, State Statutes, the Individual with Disabilities Education Act (IDEA) and the implementing regulations for the IDEA (found in the Code of Federal Regulations at Section 300 of Title 34).

Development of the attached ESE SP&P document utilized a collaborative process which included the input of parent representatives of students with disabilities, district personnel from a variety of departments within the Division of Academic Support and Federal Programs, and personnel from Florida Department of Education’s (FLDOE’s) Bureau of Exceptional Education and Student Services (BEESS). The FLDOE provides a template to the District with required language and information. The District then enters optional, district-specific content, as allowable, on a limited basis, and only with the pre-approval of the FLDOE.

The attached ESE SP&P requires the signature of the Superintendent verifying that the document has been approved by the School Board; and that no changes have been made subsequent to the approval by the FLDOE.

EVALUATION
Federal law mandates that the FLDOE must monitor and provide oversight to the district in its implementation of the ESE SP&P. The district complies with the Monitoring System activities that are directed and coordinated by the FLDOE.
