EXECUTIVE SUMMARY | |
In 2008, each of the four local governments in Hillsborough County, in conjunction with the School Board adopted school concurrency programs. A school concurrency program is designed to ensure that adequate school facilities are in place or under construction within 3 years of the impact of new residential development. The HCPS school concurrency system tracks future residential growth and its impact on school capacity to ensure the District is able to maintain the adopted level of service (LOS). The LOS in Hillsborough County is that schools will not exceed 100% of the Florida Inventory of Schools (FISH) capacity. If the impact of a new residential development causes a school to exceed the adopted LOS and no adjacent school has capacity to accommodate the projected new students is available, a proportionate share development mitigation agreement may be entered into by the School District, local jurisdiction, and developer. This agreement requires the developer to pay to construct the new school capacity needed to meet the LOS in order to move forward with their development proposal. The agreement includes phases 1-8, which includes 636 single detached family units, generating 120 elementary, 75 middle school students, and 85 high school students. There is currently no available middle school capacity within the Shields Middle School attendance boundary (concurrency service area) or in the adjacent concurrency service area, and this proportionate share mitigation agreement is needed to allow the residential project to move forward. |
