SUBJECT / RECOMMENDATIONS
Approve the Payment to American College Testing (ACT) for Exams Given to Hillsborough County Public Schools (HCPS) Seniors and Certificate of Completion (COC) Graduates (Office of Teaching and Learning)
EXECUTIVE SUMMARY
The Office of Teaching and Learning has provided ACT tests during the school day to seniors who lack the required reading graduation benchmark on the Florida State Assessment.  The ACT is also provided to graduates who received a COC instead of a regular diploma by earning a concordant reading score.  This payment would cover ACT tests given in 2018/2019 and allow payment for ACT tests given during the 2019/2020 school year. In accordance with the Florida Department of Education Purchasing Policy 6A-1.012(11)(b), the requirement for requesting competitive solicitations for commodities or contractual services from three or more sources is hereby waived as authorized by Section 1010.04(4)(a), F.S., for the purchase of educational services and any type of copyrighted materials including, without limitation, educational tests, textbooks, and printed instructional materials where such materials are purchased directly from the producer, publisher, or the owner of the copyright.

FINANCIAL IMPACT (Budgeted:  Yes)
Funds in the amount of $97,708 will be available in the EXCELerator Project.  For tracking purposes, the project number specific to this agenda item is 5378.  As of January 14, 2019, the remaining balance less encumbrances for this line item equaled $283,471.
EVALUATION
The Office of Strategy Management tracks the number of students earning a diploma or converting a COC to a diploma based on the ACT concordant scores.
