SUBJECT / RECOMMENDATIONS
Approve the Memorandum of Agreement with Florida State University (FSU) for Services Associated with Hillsborough County Public Schools' (HCPS) Role in the FSU Federal Supporting Effective Educator Development (SEED) Grant Project (Office of Teaching and Learning)
EXECUTIVE SUMMARY
The U. S. Department of Education awarded $9,733,865 to FSU for a SEED Grant Project in 2018.  The purpose of the project is to implement Cognitively Guided Instruction, which is a professional development program for elementary mathematics teachers.  Participating teachers learn about research-based, developmental progressions describing how children think about number, operation, place value, and early algebra.  The program supports teachers in learning how to use this information to improve their mathematics instruction to meet the needs of all students. 

Of the amount awarded, FSU will provide funding to HCPS not to exceed $44,000 in year one of the five-year grant project.  This funding is earmarked to reimburse the district for the cost of substitute teachers necessary for project participants to engage in required professional development. 

HCPS will commit a yearly in-kind match of facility usage and the time and effort of district employees in support of the project.

Funds in the amount of $44,000 will be available to HCPS.  For tracking purposes, the project number specific to this agenda item is 3548.  Funds will be allocated to this project when they are received by FSU.
EVALUATION
FSU is the fiscal agent of the grant; as such, FSU is responsible for meeting all reporting requirements of the funding agency.  HCPS will provide data in support of the project as outlined in the agreement.  FSU will share outcome data over the life of the project, as well as use data collected to drive improvements to the provision of the professional development.
