Approve Appointment of Design Professional for Heating, Ventilating, and Air Conditioning (HVAC) Renovation at Riverhills Elementary School

EXECUTIVE SUMMARY

The Heating, Ventilating, and Air Conditioning (HVAC) system at Riverhills Elementary School has exceeded its useful life, and replacement is required to ensure the availability of satisfactory classrooms.  Appointment of a qualified design professional for a project to consolidate separate, failed systems into a new campus-wide system is required.

Florida Statutes and School Board policy outline the process and requirements for selection of architects, engineers, and construction managers.  Attachment A summarizes the process.  The process provides for the identification of the most highly qualified firms by a Professional Services Selection Committee that includes representatives from several District divisions and the community.  Attachment C identifies the specific committee members participating in this selection for Riverhills Elementary School and the organization represented by each.

Ten design professionals responded to the solicitation.  The solicitation is included in Attachment B.  Attachments D and E record the results of the Committee's evaluation of these firms at each phase of the process.

Staff has successfully concluded negotiations with the firm deemed most highly qualified by the Section Committee to provide the required services.  Based on the Selection Committee ranking and successful negotiations, staff recommends appointment of OSSI Consulting Engineers, Inc. to provide design services for a fixed fee of $397,800.

Funds in the amount of $4,035,002.00 will be available in the PECO Maintenance fund. For tracking purposes, the project number specific to this agenda item is 8100. As of Wednesday, September 28, 2016, the remaining balance less encumbrances for this line item equaled $4,035,002.00.
