Approve the Agreement for Technical Services with Pacific Research & Evaluation, LLC for the Evaluation of the Math and Science Partnership (MSP) Grant Project (Office of Teaching and Learning)
EXECUTIVE SUMMARY
The MSP grant, in its third and final year, is intended to increase the academic achievement of students in math and science by enhancing the content knowledge and teaching skills of classroom teachers. Key activities include Summer Institutes, a Science Technology Engineering Math Writer’s Academy, Teacher Certification Readiness Courses, and Professional Development Needs Assessments.

This agreement supports the evaluation requirement of the MSP grant. Pacific Research and Evaluation, LLC was selected to serve as a third party project evaluator based on their responses to the Request for Proposal (RFP) 11143-DST Program Evaluation Services. The RFP process provided an opportunity for all interested evaluators to apply as potential Hillsborough County Public Schools (HCPS) program evaluation providers. The provider will gather and analyze data to prepare four quarterly evaluation reports, one annual report, and one summative report covering all three years of the MSP grant project for HCPS and project director, Larry Plank, Director of K-12 Science, Technology, Engineering, and Mathematics, and in compliance with the funding agency.

Funds in the amount of $70,000.00 will be available in the MSP grant. For tracking purposes, the project number specific to this agenda item is 3138. As of Monday, October 10, 2016, the remaining balance less encumbrances for this line item equaled $1,797,781.00.
EVALUATION
The Coordinator of Grant Evaluations, Department of Assessment and Accountability, has direct supervision of the selected external evaluator. The Coordinator oversees the evaluation activities, tracks progress, and ensures reporting compliance as well as transmission of all required reports to the funding agency.
