Approve the Agreement for Technical Services with Alma Advisory Group, LLC (Educational Leadership and Professional Development)
EXECUTIVE SUMMARY
To strengthen principal capacity, develop and implement strong systems of support so teachers receive high quality, and timely professional learning in their schools, Educational Leadership and Professional Development has partnered with Administration to facilitate professional development for principals through small group meetings and Professional Learning Communities followed by on site coaching during the 2016-2017 school year.  Executive Summary continued on attachment.

FINANCIAL IMPACT (Budgeted:  Yes)
Funds in the amount of $154,530.00 will be available in the Leap Up 2.0 grant, General Fund. For tracking purposes, the project number specific to this agenda item is 3130. As of Tuesday, November 8, 2016, the remaining balance less encumbrances for this line item equaled $515,158.00.
EVALUATION
Last year a similar professional development structure for principals was used by Area Superintendents through small group meetings. The evaluation measured the quality of implementation in the eight areas and showed the following outcomes: relatively uniform and consistent implementation of quality delivery among area leaders; some areas used systematic methods to receive input from principals; some areas consistently monitored individual principal progress and provided follow-up support.

The evaluations found that principals at all levels described the professional learning in small group meetings as an improvement over previous years. In order to continue to strengthen professional learning during small group meetings and measure the impact of the learning on principal and teacher practice, consultants will provide coaching to Area Superintendents and Leadership Teams. Evaluators will assess the impact of coaching through observations and collection of evidence from stakeholders.
