Accept the Highest Ranked Proposal from Republic Services of Florida, Limited Partnership – Request for Proposal (RFP) #16145-MST Recycling and Solid Waste Collection Services (Business Services Division)
EXECUTIVE SUMMARY
This RFP was prepared at the request of the Sites and Utilities Department to establish fixed pricing for recycling and solid waste collection services.  Recycling collection services are needed at all district sites and trash collection services are necessary at district sites in unincorporated areas of Hillsborough County.

Two vendors responded to the solicitation and their proposals were reviewed by a committee of district personnel. The committee recommended awarding to Republic Services of Florida.  As a result of this solicitation, the cost of a single solid waste pickup has been reduced from $31.60 to $28.40, and the cost of a single recycling pickup has been reduced from $30.96 to $24.40.  The minimum savings under this new contract are projected to be $154,947.52 per year. 

The initial term of this contract shall be for one three-year period beginning December 7, 2016, with one two-year renewal options.  All prices offered are firm against any increase throughout the first term of the contract.  This contract will be reviewed annually and may be renewed by the Superintendent.

FINANCIAL IMPACT (Budgeted:  Yes)
Funds in the amount of $1,700,000.00 will be available in the Sites and Utilities Department General Fund Budget. For tracking purposes, the project number specific to this agenda item is 4445. As of Thursday, November 10, 2016, the remaining balance less encumbrances for this line item equaled $1,700,000.00.
EVALUATION
Contract administration or evaluation is performed by the Project Manager (end user) and Procurement Officer, who function as a team. Reviews are performed annually or by utilizing an online vendor performance report. Prior to soliciting a new contract, the Contract Administration team must first give consideration to the specifications and supporting data of the expiring contract.
