Approve Contract for Waterset Charter School (formerly Hillsborough Charter Academy North)
EXECUTIVE SUMMARY
Charter School legislation, 1002.33 F.S., permits individuals, organizations, and community members the opportunity to submit an application to the School Board for the creation of a charter school. On October 13, 2015, the School Board approved the application for Hillsborough Charter Academy North. The applicant chose to defer the opening of the school until August 2017, which is permitted by statute.  A name change was registered with the Department of State on December 9, 2016, and the name was changed to Waterset Charter School. The school will serve students in grades K-8 using the Charter Schools USA Guaranteed and Viable Curriculum. 

A copy of the proposed five year contract for the school is attached. The original charter application approved by the School Board will become Appendix I of this contract, and will be available for review in the Charter School Office. 

In the event of a discrepancy between the contract and the charter application, the terms of the contract will prevail. Waterset Charter School has agreed to all terms of the contract, which has been revised to include the most recent revisions to 1002.33, F.S. 

A copy of the application review summary is attached indicating where weaknesses are addressed in the contract.

FINANCIAL IMPACT (Budgeted:  Yes)
The charter school’s first year enrollment projection of 550 students will generate approximately $3,573,500 in FEFP (Part I) funds. The school district retains a five (5) percent administrative fee for up to and including 250 students ($83,105) of FEFP funds to offset services provided by the district.  The school will also qualify for categorical, capital outlay, and grant funds as appropriate and allowed by Florida statutes.
EVALUATION
A contract renewal review will be completed prior to the contract end of June 30, 2022.
