Accept the Highest Ranked Proposals Submitted by Various Law Firms - Request For Proposal (RFP) #16140-MST Legal Services for the Department of Risk Management Workers' Compensation (Business Services Division) | |
EXECUTIVE SUMMARY | |
On December 5, 2016, Procurement Services, in conjunction with the Risk Management Office, issued an RFP to establish a contract for legal services for workers’ compensation. The purpose of the RFP is to establish a pre-approved list of attorneys to provide counsel for the defense of workers’ compensation claims against the district. Eleven firms responded and a committee of district personnel evaluated their proposals. After evaluation of the proposals, the committee recommended awarding five primary firms.
The initial term of this contract will be for three years with two additional one-year renewals. All prices offered are firm against any increase for at least three years from the effective date. This contract will be reviewed and evaluated annually and may be renewed by the Superintendent, per the terms of the specifications. |

Worker's Compensation costs are expensed from the Self Insurance Fund established each budget year. Expenses for the 2015/2016 fiscal year were $6,849,313.60 and included salaries, benefits, health insurance, life insurance, insurance and bond premiums, dues and fees, and claims expense. | |
EVALUATION | |
Contract administration or evaluation is performed by the Project Manager (end user) and the Procurement Officer, who function as a team. Reviews are conducted face to face, typically quarterly, or by utilizing an online vendor performance report. Prior to soliciting a new contract, the Contract Administration team must first give consideration to the specifications and supporting data of the expiring contract. | |
