Approve Reorganization of the Human Resources Division (Revised)
EXECUTIVE SUMMARY

The reorganization of the District’s Human Resources Division will provide for better alignment and use of staff as departments at Raymond O. Shelton School Administrative Center (ROSSAC) have recently merged with departments at the Sam Horton Instructional Services Center (ISC) building.  Additionally, the adjustments allow the division to function in a proactive manner to better serve all stakeholders. The effective date of this reorganization is July 1, 2017.

Based on Gibson Report recommendations with a customer service and fiscal accountability focus, we present the following (Attachment):

  • Created new job codes and job descriptions to align application and processing staff.  Cross training will assist in peak hiring and recruitment seasons
  • Created new job codes and job descriptions to support employees in the district with contract extended leaves and FMLA leaves
  • Retitled Professional Standards General Managers to Senior Executive Officers, Professional Standards
  • Reclassified Department Representatives/Senior Department Representatives to align with responsibilities of the position; transactions, contract changes, and customer service
  • Eliminated Customer Service Manager, Services and Support (X04); realignment of job duties and expectations are reassigned to management and analysts within the division
  • Reclassified one Customer Service Manager, Personnel Services (X04) to Manager, Personnel Services (X06)
  • Added three analyst positions to support upgrades and implementation to HR job descriptions, salary studies, software solutions, experience verification, special payment implementation, and statistical analysis
  • Reclassified three secretarial positions to confidential secretaries
  • Reclassified the investigative team to align with the school security team
  • Regraded one Occupational Health Nurse to Occupational Health Nurse 2
  • Reclassified Records Personnel Clerks to align with responsibilities of the position; verification of employment, food stamps, mortgage form, loan forgiveness, public records requests, and subpoenas
  • Revised job descriptions for Occupational Health Nurse and Secretary, Executive, Senior 2

FINANCIAL IMPACT (Budgeted:  Yes)
The reorganization of the Human Resources Division will represent an annual savings to the District of $85,891.54.
