Approve the Purchase of Rigby Progress Monitoring Materials for the State Mandated Third Grade Summer Reading Camp from Houghton Mifflin Harcourt Publishing Company (Office of Teaching and Learning)
EXECUTIVE SUMMARY
According to Section 1008.25(7)(b) 1 F.S., districts must provide access to Summer Reading Camps for third grade students scoring Level 1 on the Florida Standards Assessment - English Language Arts (FSA-ELA).  Summer Reading Camp instruction must include daily reading/intervention through small group differentiated instruction that is both explicit and systematic. In order to provide that level of instruction, classrooms must have leveled classroom libraries that meet the diverse reading levels of students. Additional leveled materials are needed at the 44 Summer Camp sites to accommodate the students who will be attending from feeder school sites. The Rigby Progress Monitoring Leveled Reading books provide systematic vocabulary instruction, scaffolded complexity of text, and engaging stories through precisely leveled fiction and nonfiction texts. Teacher guides are aligned to the Language Arts Florida Standards and include classroom organizers to manage the materials.  Three Rigby Progress Monitoring packages will be purchased for each Summer Reading Camp site to accommodate the anticipated students who will be in attendance.

In accordance with the Florida Department of Education, Purchasing Policy 6A-1.012(11)(b), the requirement for requesting competitive solicitations for commodities or contractual services from three or more sources is hereby waived as authorized by Section 1010.04(4)(a), F.S. for purchase by district school boards of educational services and any type of copyrighted materials where such materials are purchased directly from an exclusive agent.

Funds in the amount of $131,788.80 will be available in the Supplemental Academic Instruction (SAI) K-3 Summer Reading. For tracking purposes, the project number specific to this agenda item is 4622. As of Monday, April 10, 2017, the remaining balance less encumbrances for this line item equaled $3,656,636.00.
EVALUATION
Analysis will be completed to determine the number of Summer Camp attendees that meet promotion criteria through one of the following Department of Education (DOE) approved alternative reading assessments: Stanford Select, iReady, iStation, or through a DOE approved Student Portfolio process.
